Current Evaluation Updates

In 2025, the Region 4 Opioid Council awarded the following organizations and programs funding to continue the opioid abatement work within the region:

North Colorado Health Alliance (NCHA) was awarded renewed and expanded funding to support a collaborative regional model that addresses the opioid crisis in Northeast Colorado through whole-person care.
Colorado Rural Opioid & Addiction Treatment System (ROOTS) continues their 2024contract to improve access to treatment and recovery services in the region through care coordination, educational programming, and technical assistance.
Colorado Rural Opioid & Addiction Treatment System (ROOTS) was awarded Infrastructure III funding to increase recovery residences and create a withdrawal management initiative in Region 4.
Antelope Recovery Support was awarded a one-year contract to conduct an outreach and engagement campaign throughout Region 4 to raise awareness of their SUD intensive outpatient (IOP) and outpatient (OP) programs, increase program engagement, and build community partnerships.
Hope House was awarded funding to provide a structured, one-year, summer after-school programming for substance misuse prevention activities and mentorship for 25 to 35 youths ages 12-18 residing in Sterling and Morgan Counties.
The Naloxone Project (TNP) was awarded funding to expand and enhance harm reduction throughout the region through a Buprenorphine Field Induction Program.
TurnKey Health was awarded renewed funding to support administration of Medications for Opioid Use Disorder (MOUD) in jails within the Region. MOUD is an evidence-based treatment approach that uses medicine to help people with opioid use disorder (OUD) manage withdrawal symptoms and cravings.

Quarterly Evaluations by Program

Transportation RFP

In 2022, the Region 4 Council contracted Omni Institute (OMNI) to perform an assessment of the Region, utilizing secondary indicator data and primary data to better understand the opioid crisis in the region and the gaps in existing resources. It was determined that there are significant gaps in the availability of Opioid Use Disorder/Substance Use Disorder (OUD/SUD) treatment services in the region. Given the results of the assessment, the Council selected expanding treatment services, with a focus on increasing access through transportation services, as the primary focus of the next two years. Two sites were awarded funding through an RFP process– Centennial Mental Health Center (CMHC) and North Colorado Health Alliance (NCHA).

Treatment and Recovery RFP

In April 2024, the Region 4 Council released a Treatment and Recovery RFP. Colorado ROOTS was awarded funding from the Region 4 Council to grow opioid-related care capabilities across the region. Throughout this funding period, CO ROOTS will provide training and education about addiction care to local providers, identify current gaps in services, strengthen care coordination through referrals, provide technical assistance to prescribers, and advance the continuum of care throughout Region 4. Omni will provide the evaluation services for this RFP.

Medications for Opioid Use Disorder (MOUD) Programs in Region 4 Jails

In 2024, six jails within Colorado’s Region 4 lost funding to support their medications for opioid use disorder (MOUD) programs. MOUD is an evidence-based treatment approach that uses medicine to help people with opioid use disorder (OUD) manage withdrawal symptoms and cravings. The Region 4 Council Board voted to approve $100,000 of abatement funding during a one-year period to maintain the programs while the jails sought out new funding sources. Omni provides the evaluation services for this funding.
