DOH will host informational webinars on March 4th and 11th to provide guidance around the unit counting methodology for the Proposition 123 requirement to increase the number of affordable housing units and implement an expedited review process.
Local governments must be able to show the combined number of newly constructed affordable housing units and existing units converted to affordable housing within its territorial boundaries has increased by their committed amount (3%, 6%, or 9%) over their submitted baseline of affordable housing units.
Additionally, local governments must demonstrate they have implemented an expedited review (90-day) process for housing projects where at least half of the units are affordable. The unit count and expedited review must be completed by December 31, 2026 in order to remain eligible for the next three (3) year cycle of Proposition 123 funds starting in 2027.
These guidelines were developed with stakeholder input from community partners to help local and tribal governments understand and meet Proposition 123 reporting requirements on when a unit counts toward your commitment and implementing an expedited review process.

An informational webinar for prospective applicants is scheduled on Thursday, January 9, 2025 from 11:00 - 12:30. Interested applicants are encouraged to register for the webinar.
All applicants must also schedule a pre-application meeting with the LPC Program Manager Robyn DiFalco in order to access the grant application online. The purpose of this meeting is to get feedback on the proposed project and technical assistance before submitting an application.

Local Planning Capacity grants support local government efforts to implement systems that fast track or expedite the development review process for affordable housing. These funds can also support local government capacity to achieve local affordable housing goals and local governments’ Prop 123 commitments. Many grantees are exploring land use code amendments, implementing process improvements to streamline the development review process, or investing in permitting software as part of their strategy. Others will use grant funds to inventory potential properties for future affordable housing projects, designate a liaison to work with developers, implement a housing action plan, incentive programs for affordable housing, or efforts to achieve Prop 123 goals such as preservation of mobile home parks.
